About the event

No Kill Colorado

No Kill Colorado is a nonprofit animal welfare advocacy organization dedicated to creating a compassionate future for all pets in the state. Unlike a shelter or rescue, the organization focuses on systemic change through advocacy, education, and data-driven reform. Its mission is to promote the No Kill Equation, a proven framework of humane, lifesaving strategies, and to advocate for solutions that ensure every healthy and treatable homeless pet in Colorado has the opportunity to live.


No Kill Colorado actively collaborates with local and state public officials to improve the performance and accountability of Colorado’s animal shelter system. This system, which licenses over 300 shelters and rescues across the state, generates a substantial volume of data each year. No Kill Colorado analyzes this data to identify trends, spotlight areas for improvement, and drive policy and community-level change in support of animal welfare.


Key Goals for This Project

This project, "Data for Paws," aims to transform raw animal shelter and rescue data from Colorado (2016-2024) into actionable insights to improve animal welfare.

Future Use and Impact

  • It is in No Kill Colorado’s interest to disseminate this information to all members of the public who are keen on understanding the data and comprehensive analysis of animal shelter performance across the state of Colorado. The organization aims to highlight the current state of the shelter system and identify opportunities to enhance lifesaving efforts within it. The outcomes of this project are crucial to No Kill Colorado’s advocacy mission.

  • The organization plans to leverage these findings extensively to draw public attention to the positive changes, existing challenges, and future opportunities in the system—demonstrating the advancements that can be made through effective data analysis.


No Kill Colorado intends to leverage the findings and analysis generated from this project in several key ways to maximize their impact and reach:

  • Public Accessibility on the No Kill Colorado Website: All detailed reports, analyses, and data visualizations will be prominently published on the No Kill Colorado website. These resources will be freely available to the public to foster transparency and encourage greater public engagement with shelter performance and lifesaving efforts across Colorado.

  • Informing Policy and Decision-Making: The data will be shared with elected officials and relevant contacts within the Department of Agriculture as part of No Kill Colorado’s ongoing advocacy. The goal is to provide robust, evidence-based information that can guide policymaking and drive increased focus on lifesaving animal welfare policies and strategic resource allocation.

  • Media Outreach and Public Awareness: No Kill Colorado will offer insights, data, and expert commentary to a variety of news outlets, including both broadcast and print media. The organization aims to generate compelling, data-driven stories that raise awareness and engage the broader public in the conversation around shelter reform.

  • National Advocacy and Education: As a recognized voice in animal welfare, No Kill Colorado is regularly invited to participate in presentations, panels, and collaborative efforts with other organizations. Findings from this project will strengthen those contributions and may feature prominently in national advocacy and educational initiatives.

  • Social Media Engagement: No Kill Colorado maintains an active presence on social media and YouTube, where it regularly shares updates with its community. The organization plans to transform project findings into visually engaging and easily digestible content tailored for these platforms. Timeline and Milestones

With the state Legislative session starting to kick in late fall and early winter, we hope to have information available to share by the end of the calendar year and use it during session for legislators to have key metrics for any bills proposed.  Official start is first week for January 2026 but work starts in 2025.

Data Analysis Guide for Colorado Shelter Trends

The goal of this analysis is to identify and track trends across multiple years of Colorado shelter statistics. By understanding the patterns in intake, outcomes, transfers, and community impacts, we can better encourage, define, and support the programs and services that will help every healthy and treatable pet find a safe outcome.
